ISAF WOMEN’S MATCH RACING WORLD CHAMPIONSHIP 2009

NOTICE OF RACE 
Approved by ISAF on 15 January 2009

1 ORGANIZING AUTHORITY
The Organizing Authority (OA) will be the Lysekil Yacht Club Gullmar (LSSG) on behalf of International Sailing Federation (ISAF) and the Swedish Sailing Federation (SSF).

2 VENUE
The venue will be Lysekil, Sweden.

3 EVENT GRADING
The event is an ISAF WC event.

4 PROVISIONAL PROGRAMME
4.1 (a) Sailing Office open from Monday 27 July 2009 at 0900.
(b) Registration on Monday 27 July 2009 from 0900 until 1600.
(c) Crew weighing on Monday 27 July 2009 from 0900 until 1600.
(d) There will be morning and afternoon practice sessions on Monday 27 July 2009 between 1000 until 1600. Sessions and time will be allocated by the OA.
(e) First briefing on Monday 27 July 2009 at 1600.
(f) First meeting with the umpires will follow the first briefing.
(g) Opening Ceremony on Monday 27 July 2009 at 1800.
(h) Daily briefings will be held at 0815 on each race day.
(i) Racing days from Tuesday 28 July 2009 to Saturday 1 August 2009.
(i) Time of the first warning signal each day will be 0930.
(k) Prize giving on Saturday 1 August 2009 at the conclusion of racing.

4.2 Unless excused by the OA, attendance at the following is mandatory:
(a) First briefing for skippers,
(b) Daily briefing, for skippers.
(c) Opening Ceremony
(d) Daily Press Conference
(e) Regatta Dinner, for skippers
(f) Prize giving on Saturday 1 August 2009.

5 SKIPPERS ELIGIBILITY
5.1 12 female skippers will be invited. Only skippers invited by the OA will be eligible to enter this event.
Invitations will be issued to:
(a) The defending champion;
(b) Ten skippers will be invited using the ISAF Women’s World Match Racing Ranking list on 4 March 2009;
(c) One Wild Card as agreed by LSSG, SSF and ISAF; an additional wild card if the invitation under 5.1(a) will not be accepted.
5.2 The registered skipper shall helm the boat at all times while racing, except in an emergency.
5.3 To remain eligible a skipper shall confirm acceptance of invitation in writing, or by fax or e-mail to be received by the date specified on the letter of invitation.
5.4 Any competitor (skipper and crew) must be a national of the MNA which she represents except if dispensation granted by ISAF. Please see ISAF Regulation 17.5 (National Criteria Guidelines).
5.5 All competitors shall meet the eligibility requirements of ISAF Eligibility Code, regulation 19.2.
5.6 All competitors shall obtain an ISAF Sailor ID by registering online at www.sailing.org/isafsailor. Skippers shall inform the OA of their ISAF Sailor ID at registration.

6 ENTRIES
6.1 The skipper shall be entered on completion of registration, crew weighing and the payment of all fees and deposits. All payments shall be made as specified in the letter of invitation.
6.2 Entry Fee
A non-refundable entry fee of EUR 500 shall be paid by 15 June 2009 1800 UTC.
6.3 Damage deposit
(a) An initial damage deposit of SEK 10.000 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by the skipper as a result of any one incident.
(b) In the event that a deduction from the damage deposit is decided by the OA it may require that the deposit is restored to its original amount before the skipper will be permitted to continue in the event.
(c) Any remaining deposit after the event will be refunded within 10 days of the finish of the event.

7 RULES
7.1 (a) The event will be governed by the rules as defined in the RRS including Appendix C.
(b) The rules for the handling of boats will apply, and will also apply to any practice sailing and sponsor races.
(c) No National Prescriptions will apply.
7.2 An International Jury (IJ) will be appointed in accordance with RRS Appendix N.
7.3 Rule 40.1 is changed that it applies at all times whilst racing.

8 BOATS AND SAILS
(a) The event will be sailed in DS 37 yachts provided by the OA.
(b) Six boats will be provided.
(c) The following sails will be provided for each boat: Mainsail, Jib, Genoa and Spinnaker.
(d) Boats will be allocated by draw daily and will be identified by boat name.

9 CREW (INCLUDING SKIPPER)
(a) The number of crew including the skipper shall be 6. All shall be female, and all registered crew shall sail all races.
(b) The maximum total crew weight, determined prior to racing shall be 408 kg, when wearing
at least shorts and shirts.
(d) When a registered skipper is unable to continue in the event the ISAF Technical Delegate may authorize an original crew member to substitute.
(d) When a registered crew member is unable to continue in the event the ISAF Technical Delegate may authorize a substitute, a temporary substitute or other replacement.

10 EVENT FORMAT
(a) The event will consist of the following stages:
Stage 1 – Round robin
Stage 2 – Quarter Finals as specified in the sailing instructions
Stage 3 – Semi Finals / Finals including sail off for places 5 - 12
(b) The OA may change the format, terminate or eliminate any round, when conditions or other circumstances do not permit the completion of the intended format.

11 COURSE
(a) The course will be windward/leeward with optional offset legs in the event of cross course
current, resulting in either port or starboard rounding’s and finishing downwind.
(b) The intended course area will be the Kyrkeviksbukten off Lysekil.


12 ADVERTISING
(a) As boats and equipment will be supplied by the OA, ISAF Regulation 20.3.2 will apply. Each boat will be required to display advertising as supplied by the OA.
(b) Competitors may be required to wear bibs provided by the OA. Instruction for the use will be provided at registration.
(c) Boats shall not be permitted the right to protest for breaches of any rules regarding advertising (this amends RRS 60.1).

13 PRIZES
The first placed skipper after stage 1 – Round Robin will be presented with the ISAF Nucci Novi Ceppellini Memorial Trophy.

The first placed skipper in the final results will be declared as the ISAF Women’s Match Racing World Champion 2009 and will be presented with the ISAF Francoise Pascal Memorial - Women’s Match Racing World Championship Trophy.

ISAF Gold, Silver and Bronze medals will be presented to the top 3 teams.

Total prize money of the event will be EUR 50.000.


14 MEDIA IMAGES & SOUNDS
The OA may require television personnel and equipment (or dummies) to be carried on board while racing and may require competitors to be available for interviews. The OA shall have the right to use any images and sounds recorded during the event free of charge.


15 COACHES
15.1 Individual Coach Boats shall not be allowed. An individual coach boat is any boat that is under the direction or control of a person gathering information or giving material support for the benefit of particular competitors either on the water or off.
15.2 Coaches may be register during registration time as per 4.1(a) for an accreditation fee of EUR 500. This fee includes access to the same social functions as a competitor. Each team may register one coach.
Only coaches with a valid accreditation are entitled to attend official meetings (e.g. Briefing and Debriefing).
15.3 The OA may provide a combined coach boat. Only coaches registered as per 15.2 are allowed on this boat.


16 OTHER REQUIREMENTS
16.1 Each team is requested to provide a national flag approximately 0.3m by 0.5m for display from the backstay of the boat.
16.2 Competitors may be required to take part in social activities during the event if so requested by the OA and approved by the ISAF Technical Delegate.


17 DISCLAIMER
All those taking part in the championship, do so at their own risk and responsibility and the OA has no liability for any damage, loss or any penalty suffered by any boat crew or any other person taking part in such events. The OA reserves the right in its sole and uncontrolled discretion to refuse any entry.


18 INVITATIONS
Entries will only be accepted from invited female skippers.
